non-us address format

As a uk user if I leave the state box on choose state I get ,-- on a printed invoice or if i choose other but leave the other field blank I then get ,** printed after the post code.

I know the Other field is what you should use to include an alternative to the us state but i would preferably like to just leave the choose state list untouched as the city and post code is all that is really necessary.

Thanks! I thought that a state/county/province would be required. If not, I'll get a change in to allow that to be blank.
